Question question about upgrading CPU

I had a Radeon R9 390 that died on me recently, so I decided to upgrade the mobo/CPU as well ad the GPU. I plan on replacing the GPU with an RTX 2070 XC Ultra. My old CPU was an i5 3470, and I was originally going to replace it with an i7 9700k. Figured I would go with the most recent generation of CPU. However, I don't really plan on doing any overclocking and apparently they don't have any non k cpu's for i7 9's, should I just get a 8700? I could run most games at mid to high settings on my old set up anyway on the old 3000 cpu. If I do get the 9700k, any air fan recommendations?

My budget is fairly large, since I need to upgrade RAM as well with the new MOBO, I think I am looking at spending around 1100 if I go with the 9800k. I'm more concerned with value. I don't want to spend the extra 100 or so on a 9700k if I don't really get much out of it since I don't really overclock.
 
If you want to stick with Intel, the 9700K is absolutely solid. Even if you aren't overclocking. The 9700 has a far lower base clock and slightly lower boost clock vs the 9700K, so the 9700K is still worth the extra $$$.

But, AMD is cheaper so if you want to go that route you can. The 2700X is a great pairing with a 2070. But if you're purely gaming, the 9700K will have a slight lead.
