I built a new PC in the beginning of December and installed a new copy of Windows 10 Home (did you know the price of Windows 10 home went up? It used to be $100 but is now $140).

Long story short, the ASUS ROG Strix B550 mobo crapped out on me, gets a "USB device over-current status detected. The system will shut down in 15 seconds" error. I ended up replacing the motherboard with the exact same model.

My question is, will Windows 10 require a brand new license or will it retain the original one. No other hardware was changed. Thanks in advance.

I think that is a gray area, but you can probably get it to activate.

At one time, you could buy a "retail" license, which could definitely be re-installed and re-activated on any new motherboard, but I'm not sure you can buy a retail license anymore.
