If I buy windows 10 retail version not OEM version and install on SSD, Then can I install that SSD to the other computer to use windows 10?

The license is different than the actual install.

You can transfer the license to a different PC...only one system at a time, of course.
The actual install is a whole different story. It will likely need its own clean install in the different hardware.
