Doesn't AMD have some proper low TDP CPUs?

Intel's whole U series can run as low as 10W TDP with 15W being the default.
The Ryzen 5 3550H they intend to use is 35W TDP.

I recently bought an Intel mini-pc due to the lack of AMD variants and the I7-10510u in my mini-pc creates so little heat I've replaced the fan with plate of aluminium. So fanless now. I don't see that happening with more than double TDP.

EDIT: Should've read a little closer. It's just a bad processor they chose.
The Ryzen 4xxxU would annihilate the one they chose and at 15W.
