It's on a case by case basis and depends on the quality of the capacitor, usage, temperatures, wattage, manufacturing defects, etc. I have a 35+ year old Commodore 64 that still works fine (caps are good) but I've also seen a 2 year old computer with distended/leaking caps.

For unused shelf time you're still looking at capacitor quality, storage temperatures, manufacturing defects, etc. as variables.
