Question - Case Fan Specs?

how do i tell which case fan is better? i mean spec.. i dont know much about case fan spec, so can anyone explan?

For example, how do i tell between a "Scythe S-FLEX SFF21F 120MM Cooling Fan 1600RPM 28.0DBA 63.7CFM FDB " and "Noctua NF-P12-1300 120MM Ultra Quiet Cooling Fan 1100-1300RPM 63-92M3/H 12.6-19.8DBA" ?

Decibels to Air flow to Fan speed
28 DBA to 63.7 CFM to 1600 RPM

Air flow is loosely tied to Decibel level, RPMs dont matter much but can be a tell tale of what the noise level is like, as well as CFM.

A voltage mod can slow down any fan and make it quiet, but you can't speed it up (past 12v)
 
CFM = cubic feet (of air) per minute
M3/H = cubic meters (of air) per hour
More airflow is better, but often noisier as well. DBA is a measure of noisiness.

Unit conversion is left as an exercise for the reader...
