what is the maximum temperature of a GPU?

and if it gets too hot, can it decrease the performance of the GPU?

Max temp for GPUs is generally in the mid-90s.

If it gets too hot the BIOS of the GPU will limit the performance of the GPU until it gets to more acceptable temperatures.
