Solution
The second is better specs and an even better value. Better cpu, more ram, ssd, and gpu. Those components are way more than $115 more.

The second system is much better.
 
I think you can do better.

No need for high performing graphics such as a GTX1060; that is for gamers.
HD630 integrated graphics is fine.

A desktop user will not usually be running multithreaded apps.
The i5-8500 is a very good processor, but even the G5600 would be a good office processor.
16gb is probably right; any speed will do.

The one key that I would not be without is a SSD. 240gb should be fine.
Only if one will store large files such as videos would a HDD be needed.
