Question on changing my cpu

I am planning to change my cpu and mobo to intel in the future and I have a few questions about it..

1.) Should i buy a new cd to reinstall windows 10 ?
2.) When i reinstall windows, will that wipe out all data in my primary ?

Moving from AMD(?) to Intel, a clean install is highly recommended.
