Question on I3-3220 with PCI 3.0

Dumb question....

if I have an I3-3220 (PCI 2.0) , with a Gigabyte GA-B75M-HD3 (PCI 3.0), and an ASUS GeForce GTX 650 Ti (PCI 3.0). Will this bomb out and not work at all, or will it just give me PCI 2.0 performance, which is more than acceptable?

It will work.
Nothing will be affected.

I'm pretty sure that it will only run on PCI-E 2.0 performance
