Video editing is a demanding application requiring a lot of processing power, a lot of memory, and fast disk system. If your budget is $650, I think you'd have better results buying a used workstation and making a couple of upgrades. For example:

So, for for under $600 you have a 6-core @ 3.2 /3.8GHz, 16GB of RAM, 160GB SSD, and 1TB of storage. Plus, you don;t have to research, order, and assemble a new system The other good news is that in the future with LGA2011, you can change the CPU to a 10 or 12-core E5 v2. I have an HP z420 with an E5-1620 (4-core @ 3.6 /3.8) and plan to add a Xeon E5-2690 *abut $350 this summer to have an 8-core @ 2.9 / 3.8GHz.

I've had two used HP z420's ( these were unused, "open box" systems) over the last three years and these have been 100 reliable and the quietest computers I've ever had.
