Will the system boot into Safe Mode?

What are those "important softwares"? I believe that you mean data.

If possible Copy (do not Move) that important data to another drive or location .

Look in Reliability History and Event Viewer. What error messages, etc, do you see that match the times when restarts occurred?

because it restarted after 3 -4 seconds, the monitor couldn't receive signals from the system and so unable to enter bios.
