Can a GPU alone drop its power consumption,core clock,usage and voltage during game play.In benchmark like Heaven bench is okay.

A GPU will only use as much power as is needed to render whatever frames it receives from the CPU. If the GPU only needs to operate at 50% of its maximum performance to keep up with what it receives from the CPU in a given game, then it may operate at significantly lower clocks, voltages, etc. than what it does during benchmarks.

The problem starts 10 monts ago and since then gets worse and worse.While I play games stutter and some times have FPS drops(especially under great stres).When a stutter occur gpu clock, gpu usage,gpu power consumption and voltage drops.Widows is reinstall many times.My specs:
Wind 10 Pro.
Intel i5 10400f
ASUS TUF RX5600XT
Gigabyte B460 HD-3 socked 1200motherboard
RAM Team Group Delta RGB TUF (2x8) 16GB 3200Mhz CL16 -18-18-38 1.35v RAM
Intel SSD 660p 512GB NVMe M.2 2280 PCIe 3.0 X4 QLC For Windows
SSD Samsung Evo 860 1TB
SSD Team Group GX2 1TB.
HDD WD 2TB SATA WD 64MB 5400Rpm.

I have a different problem with my video card.When my pc is on after some random time i got black screen and a message "no signal".In GPU-Z i got no info about my core clock,memory clock,bandwidth and some other speks.If i manage to start a game its very laggy.Its get fix when i reinstall the drivers.But then it's disappear again after a while.I know that's very bad but i dunno what cause it.If someone know please post.
