Questionable CPU clocking

Hello! So, 2 days ago I finished building my first PC, I installed all the drivers and everything, works well imo, but yesterday I clicked the "Performance" tab in Task Manager out of curiosity and noticed my cpu clocking was going down even to 0.7 ghz while low usage (note that I don't know anything about this, I never had to check this since I was using a pre-built) I thought it was the cooling maybe? But then I went into bios and noticed my temps were somewhere between 25 - 35 Celsius, and then went onto Grand Theft Auto 5 with Afterburner's on-screen stats and everything seemed to be alright, with around 45 Celsius on all cores, and maxing to 3.3 ghz while at around 40%-60% usage on the CPU
I just want to know if what's happening here is normal, thanks.
Specs:
CPU - Intel i5 4590
GPU - Geforce GT 730 GDDR5 (from the prebuilt I don't have money for gpu yet feels bad)
RAM - 8 gb DDR3 1600 mHz
Mobo - Asrock H81M - VG4
(also sorry for my weird explanation, I'm just a very beginner in these things)
 
Solution
It's downclocking itself to save power. It's called C1E and you can disabled it in bios if you really want but I recommend to leave it as it is, since it's normal and not affecting performance if you're not going for hardcore overclocking.

Thanks for clearing this out! Also, can I leave this on with Turbo Boost? I feel like it's better to have 3.8ghz instead of 3.3
