Questions about Coil Whine

Hi guys, I currently am experiencing to what I believe is "Coil Whine." Now, the weird thing is is that I see people on YouTube and on here posting videos on it but all of what they are doing is in-game whereas mine is not. The whine will continue in games, but it will sound the same as it is in the video whereas other people's whine changes as they move around. Mine is constant, on/off, whether it's when the PC starts up or am playing a game. I am very certain it's the GPU because my 780 didn't whine at all that I noticed. (sadly I sold that 🙁 )
The main issue is is that I have glasses and can't wear headphones over them for that gives me more of a headache than the actual coil whine.
I've seen fixes such as overvolting or hot glue/nail polish? But am not sure how to do any. If there is a solution easier or something someone could possibly walk me through it would be great. or if anyone has any recommendations on how to make it not so loud, I mean for real, I can hear it in the room next door. (Also can't RMA it because I bought it off eBay, new of course, but technically I am not the "original owner" and don't have the "original receipt")

GPU: PNY GTX 970
PSU: HX650 - Corsair
HDD's - 1 TB Seagate and 128GB Samsung SSD
RAM: 8 GB Kingston HyperX Fury

yeah you cant really do anything about just make sure your GPU isnt heating up


Not sure if you can turn on Vsync while just at desktop, loading screen, anywhere. The noise consists no matter what I do. :<
