I had a picnic bucket with 2 Peltier cooler/heaters that had cigarette lighter power connection. They can work in reverse depending on polarity. In any case, you also need a big heat sink on it, all by itself it wouldn't do much.
That one would draw 25 Amps of 12vDC. That's quite a lot for something of that size. It's power supply would probably be same size as that fridge .
