Questions about gaming pcs

Hi guys, I recently graduated, and to celebrate I am getting a new pc. My current pc is very cheap and cant run many games. Im looking to spend around $1,000 on a new gaming pc. Is this enough money to play VR games? Is this enough money to get a pc that can livestream?
