Question Questions about GPU Overclocking

Hi. I am fairly new to overclocking and need to know a few things before I continue. I am currently using Unigine Heaven to benchmark, and my specs are as follows:
  • CPU: i7 4790
  • GPU: EVGA 1070 ti Reference
  • RAM: 16GB DDR3 @ 1600mhz
  • PSU: 500w Power Supply (dell xps 8700 stock one)

Without any form of overclocking and pushing my fan curve to 70%, my GPU temps are around 80-84%. Is this normal/safe? If its not then should I even bother overclocking or should I underclock it?

Also, is it safe/ok to have on/off dips in voltage/temperature limit? I keep hitting those limits briefly and dipping down over and over again (current clock/graphs: https://prnt.sc/oh18nk https://prnt.sc/oh1867 )
EDIT: I hit these limits even without overclocking, oops

Also, regarding my GPU voltage, how far should I even raise this? I kind of fear even touching it as it might raise my temps even more and also because I only have a 500w power supply.

I wouldnt overclock a 1070ti refrence on an oem psu.

The blower cooler wont allow for much thermal headroom and the stock psu may not be up to the task.

Yea that's what I was worried about. I do have another PSU but idk how good it is, and also its not modular and I wont use all the cables so it would be a bundled mess. Its a Thermaltake TR2 500w
