Questions about i5-8600

Hi, I have some questions about my new cpu. The cpu stays at ~3.5 GHz on all cores all the time, Isn't it supposed to downclock unused cores? And boost used ones to ~4 GHz? I've read that's because of a setting called "multicore enhacement", but I have a ASUS TUF B360M-E GAMING mobo and I can't find that setting in the bios.
Also, why it won't reach 4.3GHz? I thought that's the max frequency of the cpu.

The option you are looking for is "Speed Step" make sure it's enabled in BIOS to enable CPU to downclock when idle.

The boost option is "Intel turbo boost" look for it in bios and make sure it's enabled as well.
