Questions about OEM operating systems

Ok, so I'm buying parts for my first build (low budget) while also using the optical drive and hard drive from my old dell xps 400. My question is, can i put the old hard drive in the new build and then install a new version of windows even though the current os is linked to the motherboard of the old computer.
