I've An Option To Go For Either "Sapphire R7 250 1GB With Boost" OR "Zotac Nvidia GT 730 2GB GDDR5"

My Specs:-
i3-3220
Zeb-H61 MB
4GB 1333Mhz Ram
FSP 300w PSU(22A On +12v Rail)

So,Is My PSU Capable Of Running R7 250?I Know It's A 300w PSU But I Read Many Forum Saying That They Can Run R7 250 With 300w PSU'S As TDP Is 65w . Does It Require External Power Connector?And How Much Better R7 250 Is As Compared To GT 730,As I'm Getting Both At Same Price And I'm Also Not Sure Whether My MB/PSU Have External Power Connector Slots

it dosent required any external output
it is better than gt 730 coz:

Higher clock speed 1,000 MHz vs 902 MHz (More than 10% higher clock speed)
Slightly higher memory bandwidth 73.6 GB/s vs 40 GB/s (Around 85% higher memory bandwidth)
More render output processors 16 vs 8 (Twice as many render output processors)
