Hi, there's some doubts that i want to clear.

during this referendum, can political cards be discarted to gain one
vote?

can locations that give votes be tapped to gain votes during this
referendum?

and last, i've heard that delaying tactics can be played during a blood
hunt, is this true, and if it is, how does it work?

that would be for the moment, tnx

Each Methuselah may discard one (and no more than one).

As long as their text states "during a referendum", then yes.
If their text states "during a political action", then no.

It is not true.
No action modifiers or reaction cards can be played during a Blood
Hunt. [6.5.6 of the online rulebook]
