Questions about USB 2.0 PCI Adapter card

It is like this.

Skylake chipsets support only USB 3.0 and that there is no backward compatibility.
There is no way I can install Windows XP or Windows 7 on a skylake computer.

Also that USB 3.0 will not recognize my old devices like my printer at Windows 10.
A USB 2.0 will be able to detect it on my Laptop at USB 2.0

But I have an Idea.
There are USB 2.0 PCI extension cards for sale and that I think I can use those.

Here is my questions

Can a USB 2.0 PCI extension card be used to:
1.) Install Windows XP or Windows 7 on a Skylake Computer.
2.) Detect my Printer that only works at USB 2.0

3.) Can the PCI extension work without drivers.

 
1) USB 3.0 is almost 100% backwards compatible with USB 2.0
2) You can install Windows 7 on skylake if the drivers for 7 are there. However, it's not recommended since 7 doesn't support all the features Skylake has. You should use Windows 10.
3) Your printer will most likely work without issue, running at 2.0 speeds.
4) DO NOT BUY A USB 2.0 EXTENDER UNLESS YOU NEED TO FOR VERY SPECIFIC HARDWARE
5) You MUST use drivers for third party USB ports, which makes them not useful for OS installs.
