So, I have a lot of questions regarding this topic.
Right now I have a 1TB HDD that has my OS (Windows 10), games, and programs installed on it.
I am going to buy a 250GB SSD and do a fresh install of Windows 10 on it. Here's the thing, how do I delete Windows 10 from the HDD after I do a fresh install on SSD while still keeping my games and other files on the HDD? I am basically going to use the HDD as a mass storage drive. Do I have to completely wipe the HDD? Can I just delete the Windows folder on the HDD? Deleting partitions would do the trick? Any suggestions or help would be greatly appreciated :)

Games and programs will need to be re-installed in any event. Anything that uses an installer embeds itself into Windows registry and won't work on another install of Windows. Deleting Windows is easy, just delete the folder.
