In Cisco IOS - Is "u" short for usernames or users?

Also, is "ser" short for serial or service?

There is no clear cut simple answer like that. It depends where the word is being used. It pretty much depends how many other options start with similar letters. If there for example is only one option that starts with "S" then you only need that letter. It will accept the minimum length that makes it unique.

Even then it tends to be somewhat unpredictable because some platforms do not accept certain say interface or options so the minimum command will be different say on a switch than on a router.
