Questions related with Asrock G31M-S and buying new computer/notebook

I have a computer with asrock g31m-s and I will upgrade my computer in the future and I'm also going to buy a new notebook soon. Here's related info :

I want to be playing good games, especially civilization 6 . According to civilization6.net, "Civilization 6 will probably not be released before 2014 and more likely somewhere around October or November 2015". The question is, shall I plan to be playing it with my upgraded computer or my new notebook.

What sort of a notebook may let me play civilization 6 ? Can the best upgrade guarantee me to play civ 6 in my upgraded computer ? Can the best upgraded computer and the cheapest notebook that'll allow me to play civ 6 be close to each other with regard to the games that they let play ?

I don't want them to be close to each other with regard to the games that they let play, and I want to play good games economically. What are your suggestions ?

If I want to be playing only civ 5 with a cheaper notebook, what kind of a notebook do you suggest ?

Please add any detailed information you can such as the brand and series of processors I should be looking for, same for graphics card, size and quality of ram I will need,...

I do not have a specific budget but I want to do it economically, I probably will be using my current computer until it doesn't bring me some gaming joy. It has Intel dual core E5200, 9500 GT 1 GB DDR2, 4 GB RAM.

I'll buy a notebook in at most weeks, I was nearly buying one today... The upgrade may be in the 1st week of june since my brother can bring me the pieces cheaper from USA.
