if i have a motherboard that supports 3200Mhz O.C RAM, but 2133Mhz Standard, if I bought the 3200 RAM sticks, is it simply a plug and play method or do I have to do a lot of tweaking in the BIOS or something to make use of it?

The sticks will default to 2133, you need to go into the BIOS and enable XMP, this generally will cover your settings. However in some cases if this does not work stably, you may need to additionally tweak some settings.
