Quick Question - Amazon Listing Win 7 Sp1 - "For Refurbished PC Installation??

So I am looking for a new copy of Windows 7 for a computer I am setting up for my parents. I will be installing on a 240g Corsair Force Gt SSD

This listing says it is for a "For Refurbished PC Installation" Not sure what this means. The answer section of the listing says it comes with a key, but another answer says it does not.. Anyone know?

I would not.
From the user comments, it looks like one for Dell and there have been some issues getting it activated.
