Question quick question: arnt video cards plug and play?

was upgrading my GPU
ASUS PH-GT1030-O2G GeForce GT 1030 2GB Phoenix Fan OC Edition HDMI DVI Graphics Card
on a Asrock z97 pro4 mobo. and it didnt lit up when I started my machine. tried the upper slot. and still nothing. It isnt going to work is it?
