I have a EVGA GTX 980 ti SC ACX 2.0, i'm using msi afterburner to set a custom fan curve due to the GPU's default fans only kicking in after 60c w/ very slow fan curves.

I have adaptive mode off & performance mode on within the nvidia settings.
looking at msi afterburner after a gaming session (varies by game) my "Power % is usually around 90-99% when playing games on ultra settings with all AA on, now on certain games power % still hovers around 95-99% but after looking at MSI Afterburner after a session of gaming it shows that it spiked at 112-120%, what does "power %" really mean & why is it going over what i presume 100% is max

ah i see, yeah my base clock says 1101mhz while my boost clock says 1303mhz, are each of these GPU's OC'd differently? because the page you linked to says my boost clock should be 1190mhz when my boost clock in reality is 1303mhz, is this normal? if so, is this a good thing?

There are two levels of "boost" with maxwell cards...you have a base clock and then you have a boost clock that are labeled in say GPUZ, then there is an additional boost clock once you actually get in game. The boost runs around 100 Mhz higher than your base clock and then the boost clock in game will run an additional 100-130Mhz above the other boost clock, depending on your power limiter and voltage settings.
