Quick question: Looking at this screencap of CPU-Z, is my RAM running at 1600MHz??

The title says it all, basically. Another question would be whether or not I'm using the correct DIMM slots. My ASRock 970 Extreme3 doesn't have color-coded slots, so I'm not entirely sure. CPU-Z shows that both modules are in Slot #1 and Slot #3.

Your RAM is running at 1333 MHz. 667 MHz doubled because it is transferring two times for each of the 667 MHz cycles.

You need to look in the memory tab to see what they are running at, the images you show are the SPD tab which is nothing but info about the sticks, has nothing to do with what you are running - need to set the DRAM freq manually to 1600, set the base timings to spec, these are 1.65 models of Kingston so set DRAM voltage to 1.65 and set the CPU/NB voltage to 1.2 - then it will show 800 in the memory tab which equates to 1600 effective
