Question Quick Question PC lagging

Hey guys so I just built my second PC and it lags a lot. Mouse stutters frequently, videos programs also stutter. After using my PC for some time the stutter seems to go away. The temps on my cpu and gpu are good during idle and gaming so no overheating. I wonder if its windows... does anybody know a solution. thank you for your time.

specs: MB - TUF GAMING x570 plus wifi
CPU- AMD ryzen 3700x
GPU- 2070 super
MEM- corsair 16 gb
AIO- corsair
PSU- 750 w corsair
fans x 3
case corsair 220t

fresh os install?
latest bios?
model of this corsair psu?

yes fresh os install and updated bios last night and the model is the rmx 750. I opened my task manager and seen that there were some programs like icue - blizzard and epic games that were on start up. I disabled them and now my pc is not lagging.. hmm could it have been that?
