No, it cannot target them, since they are still lands. It can't target a
Lifespark Spellbomb-ed land, nor can it target a Rudely Awakened Forest.
They are creatures, but that means nothing as far as Echoing Truth is
concerned. Echoing Truth looks for "landness", and since they're lands,
they're illegal targets.

<Oracle Text>
Echoing Truth
1U
Instant
Return target nonland permanent and all other permanents with the same name
as that permanent to their owners' hands.

Rude Awakening
4G
Sorcery
Choose one - Untap all lands you control; or until end of turn, lands you
control become 2/2 creatures that are still lands.
Entwine 2G (Choose both if you pay the entwine cost.)

Lifespark Spellbomb
1
Artifact
G, Sacrifice Lifespark Spellbomb: Until end of turn, target land becomes a
3/3 creature that's still a land.
1, Sacrifice Lifespark Spellbomb: Draw a card.

Echoing Decay
1B
Instant
Target creature and all other creatures with the same name as that creature
get -2/-2 until end of turn.
</Oracle Text>

However, an Echoing Decay can hit a Rudely Awakened land. (And it's more
evil!)

The land-creatures make by Rude Awakening are still lands (since it
says so), and so they aren't non-lands, so Echoing Truth can't target
one of them.

Well, the Magic rules are complicated enough that columnists
occasionally get them very wrong. This has happened on
magicthegathering.com many times, and it wouldn't surprise me if it
happened elsewhere occasionally too.

Just remember, the Magic rules supersede "I heard it worked this way"
and "I read somewhere that it worked like this". And the rules are
only those things up at <http://www.wizards.com/magic/comprules>.

You are correct, and if the Inquest article was saying that they are not right.
Lands made into creatures through Rude Awakening are still lands... so they
are not "nonland permanents". (Similar to the Psychatog question two threads
<-- that way.) So Echoing Truth can't target one. Yes, they are also creatures;
but Echoing Truth doesn't _ask_ if they are creatures or noncreatures.
