It fairly easy to attach webcams to lenses from 35mm cameras. A fairly
elaborate conversion is described at
http://www.setters.demon.co.uk/lundycam/diy_toucam.html but it's possible to
get reasonable results with just duct tape and some ingenuity.

You are checking the video feed from somewhere on the internet?

If you have a camcorder, you can use that, with DVdriver software ($20).

Stupid low tech answer but it is what I use to tell wind speed and direction
at my waterside camp. Hang a flag...or something similar. Tells you speed by
how far out it blows plus direction..simple but it works.. and I have a PTZ
to use!!! Regards...David

I have now attached a pair of binoculars with duct tape to the camera
and needed to attach a pair of sunglasses to the front of the
binoculars. I think I'm on the right track, as now I can actually see
the lake.
any more help would be appreciated as I need to get rid of the black
circle around the edges of the image.

Not gonna happen...you will always have that circle using the same
binoculars as that is a function of focal length of the binocular optics.
You need a shorter focal length design,....

If you remove the camera from its case it may allow you to get the CCD
closer to the binoculars and so reduce the black circle (vignette).

You may also want to remove the webcam lens and focus the image from the
binoculars directly onto the CCD. This should make focusing easier and give
you a brighter image, though it may also give you strange colours if the
webcam lens has a IR-filter built in to it.

Googling for "webcam astronomy" should give you plenty of guides on how to
modify your webcams for imaging eg
