Quiet and Cold Component help

Questions at the top for ease, details listed below:

1. What is the right case and PSU fan combo to get a good Quiet and Cool ratio for the cost?

2. IF water cooling is a better option, what is a SAFE and reasonable cost? (Case, Water Cooling parts)

I am building a computer that will hopefully last a long time.

Here is what is going into it:
Intel i7-4770k
ASUS Sabertooth (1150 model)

Ballistix Ram: 16Gb Min is the thought for RAM so far.

Here is where the challenges come in:
3 goals: Quiet, Cool, and as Light as possible.

Looking at a possibility of water cooling or air cooling. Water cooling seems to allow for a smaller case (less need for room for a big fan). Air cooling is a lot cheaper though.

1. If I air cool, I think I will need a lot more focus on a quiet case though.
- What is the right case and PSU fan combo to get a good Quiet and Cool ratio for the cost?

- What are the water cooling suggestions that would compete?

A lot of data intensive processing will be done on the computer. This is basically a project that will hopefully lead to more money for higher quality server parts.

Weight and amount of space needed are secondary considerations.

I also find that Tom's Hardware doesn't have much in terms of identifying the varied strengths of products (neither does anyone else):
(For Example: A power efficiency rating, A Noise Rating, A Weight Rating, A Space Rating, and a Cost Rating)

What can we do to provide this sort of information more regularly when testing components?

This will be a Windows 8.1 machine that is used for enhancing job skills. Will be attempting to compromise this system from another system. Will be maintaining security information. Will be attempting experimenting with data analysis programs designed at home.

All projects are for enhancing job skills.

I don't have one per se. Quiet is worth a more to me than raw speed with noise. Though, for all products, I am looking for the sweet spot (price to performance ratio). I have two days before the next phase of the project is purchased.
