Question Quiet efficient graphics card for PCI-E 2.0 x16 (HP Z400 workstation)

Hi! I'm looking for a better graphics card for my HP Z400 workstation (oldish but robust, yet somehow limited due to the PCIe 2 x16 slots). I'd like to make the upgrade for TwinMotion (realtime rendering using Unreal engine) that – in general – should benefit from any available GPU power and extra graphic memory. There's a few important attributes I'm looking for, so I'd be delighted if you could give me any hints about anything (maybe except tripling my budget ;):
1. My budget is up to around 250$.
2. The card should have at least 6GB RAM and score 10000 points in Passmark.
3. The card should use PCIe x16 slot (not x4 or x8), as it might become bottleneck due to the PCIe 2.0 slot in my computer.
4. The card should be quiet, and if it's hard to obtain... Well, at least not dramatically noisy:p.
5. I consider buying an used card – is it viable/reasonable/reccomendable with given four points above?

What is the make and model of your PSU/it's age? If it's the same unit that with the prebuilt;
it's a 475W unit, in a prebuilt released in 2009.

The card should have at least 6GB RAM and score 10000 points in Passmark.
You could look at a GTX1070 but your PSU will need to be replaced.

The card I've suggested would very well be duds at this point since they were used for mining. I would advise against spending money on your prebuilt, IMHO.
