Question Quiet Fans, No Display, no BIOS Beeps

Hello, I’ve run into an interesting problem regarding my old pc. I am about to sell it, and after cleaning and ensuring everything was right inside, I rebuilt it and....nothing. The fans would spin at a minimal speed, and no display would occur. Also, there is no BIOS beep codes.
