Question Quiet GPU cooling with more fans?

I bought a pre-built PC that I'm upgrading. I have a 1660 GPU, but it's single fan and pretty loud. Can I cool the GPU not using the GPU fan itself, but instead adding more fans throughout the tower? I'm on a budget, and am fine with how the GPU runs, just wishing for a quieter pc. So I guess the question is, Should I upgrade my graphics card, or my cooling system in general?

What's the current cooling setup look like? Number of intake/exhaust and their locations, the case model, etc
