Quiet Server

I was looking to build a quiet server, Was thinking of using dual E5520 cpu's or E5502.
Main, thing I was looking for help on was if anyone had an idea of good case and fan cpu fans for either processors that would allow for sufficient cooling while keeping noise to a minimum.
I'm not sure how safe water cooling is and if that is a viable option, but am open to advice on that subject as well.

What are you using it for? there was a recent article on the mediasmart servers by hp which seem decent value for money especially if you can get one refurbed or second hand.......

Looking at that you can probably run an atom processor with the right OS and get decent enough performance for file serving and print sharing
