Quieter replacement for CX430 in a HTPC

Hi there,
I have recently made the following build and I've found the CX430 fan to be really annoying.
It spins up for no apparent reason and is far too loud for a HTPC.

I don't want to make the same mistake again in getting a replacement.

Am looking at a SeaSonic SSR-360GP (since I read that most Seasonics are very quiet and very good quality), or a Silverstone SST-ST30SF Strider 300W SFX (again, because I hear it's very quiet).
Slight concern that the smaller fan in th SFX would be noisey, but maybe that would be offset by being "semi-fanless".

Note in this case I am constrained to 140mm for PSU length which rules out quite a few.

Would be gateful for any pointers. Cheers!
