Question Quietest keyboard

Folks - is it true that the quietest mechanical keyboard can never be as quiet as the quietest membrane keyboard? If so, can you provide me a good option for the latter hopefully under $75? i take a lot of notes during my work calls and people constantly call I type too loud. Maybe provide me an option for a very quiet mechanical keyboard too but still interested in hearing about my first question
