R.A.T. 7 mouse stutters then works after replugging USB

I received the Corsair MM800 RGB mouse pad for my birthday and since then my R.A.T. 7 stutters and staircases whenever the PC wakes up or is booted. Prior to this pad I used the standard soft mouse pad. It seems to work fine when I unplug and reinstall the USB. All the drivers are up to date and the Cyborg software is also up to date. It's not the end of the world, but I do find it annoying. I've tried "enhanced pointer precision" both off and on with no difference.

Thank you for the response and yes it does. I tried unplugging the pad and even tried the mouse in a different USB port but still doing the same thing.

I just noticed when I look at the mouse in "Device Manager" it shows 2 lines of HID-compliant mouse and 1 line that says Mad Catz R.A.T.7 Mouse (HID). But my Corsair Strafe RGB keyboard has 5 lines saying HID Keyboard Device with no issues. So I'm assuming this doesn't mean anything.
