I could use that 13 euros for a better mobo but is the 1300x worth the 13 euro?
Worth is something that only you can determine, personally I'd get the 1200 & a good quality B350 motherboard and that should get me to at least 1300X performance with the stock Wraith cooler. Remember that the Ryzen lineup max overclock is about 4.0 ghz so if you do go for aftermarket cooling don't spend a lot as it's not needed and also to pair it with 2666+mhz RAM as it performs better with it.
Depends on your budget, if you could use those 13 euros for something like a better motherboard then I'd go for the 1200, both can be overclocked to around the same speed (give or take 100-200 mhz, silicon lottery). Just make sure it's paired with a decent B350 motherboard for overclocking.
Both can be overclocked.
The one with x should be better OC-able.
€13 is worth it in my opinion but I would recommend better going directly to Ryzen 5 1600, if possible.
