R5 1600 abnormally high on idle at 60°c

I have ryzen 5 1600 with no overclock and stock cooler. My MOBO is MSI b350. The temperature of the CPU during idle is 60 degree celcius and is running at 3.20ghz. I use MSI motherboard bios setup to measure

Before it was this high, I forgot to put on new thermal paste so the temp is at 60°c. After i bought the new thermal paste, wipe off the old one, and applied new one, the temp is still high


 
Solution
It is normal for CPUs to run hot in BIOS. The CPU is running near 100% when in BIOS. Use a program like HWmonitor from CPUID or Ryzen Master from AMD to monitor temperatures.
Is the cooler properly mounted and sitting tight on the CPU?

My 1600 tends to spike temps in idle when openeing applications, but these spikes are very short and the temps go back down after a few seconds. It shouldn't stay that high constantly.
