Question R5 1600 shown at 3.7 but don't works

My specs
R5 1600 3.2-3.6ghz(STOCK COOLER)
ddr4 8gb corsiar 3k mhz
Rx580 4gb
Mobo - a320msi

I got options for overclocking in my bios so i clock my cpu at 37 and set core voltage at 1.3000v and it successfully boot up and 3.7ghz is shown in properties and task manager.
But in cpu z and task manager (speed coloum) it shows live ghz
And they are still around 3.4
Then start a cpu stress test from cpu z and it didn't goes above 3.39ghz
Then also tried different values like 3.8ghz , 3.6ghz but nothing works for real all are just shown but not applied.


Then i also tried different things like disable c state and cool quit options and set mode2 for loadline but nothing works after all it just shows in properties but nothing works.
Plz help
 
It's an A series motherboard, doesn't OC.

Ryzen are dynamic cpus, they'll boost according to temps and voltages. If they think temps are too high, they'll back of on the clocks.

Also unless you lock all cores at speed, the only thing you change is the Turbo ratio, so only 1 core will boost to 3.7, 2-3 cores boost to 3.6, 3-4 cores boost to 3.5 and the rest stop at 3.4GHz.

So can i just set ratio to 4.0 in bios and might it will help to gain any little performance gain because i need that little performance in gaming as games use only 4 cores so it might be helpful if i clock to 4.0 in bios???
