R5 1600x overclock in bios not reflected in monitoring tools

I'm running a 1600x on an MSI b350 Tomahawk board with EVGA DDR4 16GB 3000mhz. I've overclocked the cpu and memory in BIOS and I've used it stable for hours. When I boot to BIOS it shows the cpus are set to 3.9Ghz and when I check computer properties in Windows, it also reflects the 3.9Ghz.

I decided to verify with prime95 but during stress testing, monitoring with cpu-z, it's not showing that the cores ramp up to the 3.9Ghz that I had set. They're stuck at 2.2Ghz...Am I missing a setting here? I've gone through BIOS settings again and everything looks correct - I've checked overclocking guides for the same board and it's all straight forward. Screenshot attached, help greatly appreciated.

Yes you are, Prime 95 will not max out your clocks. It will however max your usage. My i7-6700k says it runs below stock speeds and its actually at 4.7 !

So it's working, just not displaying its actual clock speeds?
