Question R5 2600 never hits 3.9ghz

when using msi afterburner the clock number on all cores doesnt go over 3750 mhz, and the processor normal turbo boost frequency limit is 3.9ghz is that normal???
my motherboard is msi b450m mortar

At stock settings using PBO my Ryzen 5 2600 hits from 3.75 to 3.9 GHz on 1 or 2 cores under load as needed.
That is completely normal for it to clock slightly less than the max if it does not need to.
You can manually OC it to 3.9 GHz (or even higher) and all cores will hit 3.9 Ghz under load.

i am leaving all the cpu settings in bios at auto , thats fine? do i need to change any thing?
