Hey! So this is my setup:
CPU: R5 2600x [stock settings] [Wraith Prism cooler]
MB: ASRock B450M Pro4-F [bios P1.60]
RAM: 2x HyperX Savage 8GB DDR4 3000MHz HX430C15SB2/8 [@2933MHz, XMP]
PSU: Seasonic Core GC-650W Gold
OS: Windows 10 Pro 19043.1237

This is IDLE. The graph range is around 1:30 - 2min.
What I'm getting from this is that something keeps the processor from undervolting/underclocking and causes it to spike back up. This is with the Windows' Balanced power plan. When I set it to AMD Ryzen Balanced, EDC stays > 90%.
When I assembled this build I first had a 2600, a couple of days after I had an offer for a 2600x and got it instead. I just replaced the processors, applied thermal paste and that's about it. I reset the bios settings, changed only XMP profiles. What lead me to monitor all of this was the cpu fan ramping up and down, I noticed what's causing it and decided to update the chipset driver too. Nothing changed.
Fan curve is adjusted so it doesn't rev on idle.
Concerns:
Could it be a bios version issue?
On the MB's support page(https://www.asrock.com/mb/AMD/B450M Pro4-F/#BIOS), my current bios version(1.6) has a warning about it: " *ASRock do NOT recommend updating this BIOS if Pinnacle, Raven or Summit Ridge CPU is being used on your system. "
I didn't monitor the 2600 much I had before this one now, but I compared the graph with a friend who has a 3600 and his readings are stable(underclocks to about 2k MHz iirc, or less, consistent voltage and temp)
I'm not as much tech competent, but I do have some basic knowledge. Any help is much appreciated!
