Question r5 3600 always full clock speed

Hi,
i just build my first Ryzen system, everything works fine( i think). But clock speed it seems stuck at 4.1MHz, i don't know why, even i changed power plan to Power save it didn't help
cpu: ryzen5 3600
mobo: b450 tomahawk max
os: clean windows 10 pro install (i have tried reinstall windows)
bios: 7C02v30 and 7C02v33 , both doesnt work for me

Are you using the High Performance Power Plan in Windows ?
If so use the Ryzen Balanced Power plan and set you minimum processor state to 105 and see if that helps:

Thank you for your reply. i have tried all power plan mode, but it does not work.
Then i reset to defaut bios, reinstall windows to remove RM . in bios i changed Load Line Calibration to mode 4, enable Cool n Quiet ( same settings as before). Problem is solved now.
I think ryzen 3000 is unstable to use . sorry for my bad english

I'm glad to hear you got it worked out.
I think it was an issue with Ryzen Master changing BIOS settings and for whatever reason couldn't change them back.
