[SOLVED] r5 3600 overheating on idle with watercooler and stock cooler

already tried reseating the coolers, reapplied paste, it goes down 10 or so C slowly then it jumps 10 C instantly. tried clearing cmos,
 
Solution
Reset the BIOS to defaults...enable memory XMP support, option your boot drives, and leave everything else on Auto...make sure PBO is off as it adds little if anything to performance for 3rd gen Ryzen while adding heat.

If you've changed Windows Power Plan settings return that to stock also...use the Ryzen Balanced plan.
